What you will need:

Tube of choice, I used the artwork of Gennadiy Koufay. Purchase his work at CILM
Scrapkit used 'Memories' by Noshay Design. Download the kit HERE

Mask of choice.
Fonts used - Jheri Curls

Plugin used:
EC 4 Gradient Glow.
Virtual Painter-pastel

Let's get started....remember to save often!!
This tutorial is written for those who have a working knowledge of PSP.

Open a new image 700x600. Flood fill with white. Open El22, resize it by 25%. Copy and paste as a new layer.
You can resize it again, if the frame is too big.
With the magic wand click inside the frame, selections-modify-expand by 10.
Add a new layer. Change the fg to white and the bg to #F8E1EA or color of choice.
On the material pallette select the gradient tab. Change the angle to 35, repeats to 1 and invert checked.

Flood fill the new layer with the gradient. Deselect and move it below the frame.
Apply virtual painter-pastel. change the settings to:
screen
normal
subtle
subtle
normal
intense

Open El14, El36, El47, El56, El60, El66, El8b. Resize them by 20%. If needed, resize them again to your liking.
Copy&paste them as new layers. Place the clouds and grass below the frame.
Move the sun to the top right side of the frame and the bunnies and tree to the bottom right side.
Move the glitter to above the 'background' layer. Move it to the bottom left side of the frame.
Duplicate it, image-mirror, image-flip.
Fell free to add any other elements of choice.

Add a new layer flood fill with #F8E1EA or color of choice. Apply the mask. Move it to the bottom.
Add the tube and place it to the left side of the frame.

Add your name and apply ec4 gradeint glow.
Drop shadow all the layers and add the copyright info.
Save as PNG and your done!
